When is the best time to ask your mom about having a boyfriend?

I wouldnt call him a boyfriend just the guy you kinda like and tell her about what he does and only than ask if you guys can hang out together with your friends dont mention one on one till you .brIts ok if he is walking you home I dont think your mom will be against it. and the best time to bring the topic when she is happy with you.
